Referees are appointed to games on this league in conjuction with SHCFA policy. The SHCFA have stipulated that the top division of each of the Sunday Sanction Leagues must be covered as a priority. The remainder of the Leagues allocation of Referees will be shared equally throughout the rest of the League. It may not always be possible to appoint a Referee to all fixtures.
If you do not have a Referee appointed, then please attempt to source someone from your own list of contacts. All Registered Referees are now required to have completed a CRC check, so please bear this in mind.
ANY UNQUALIFIED/STAND-IN REFEREE IS ALLOWED TO REFEREE A MAXIMUM OF TWO GAMES FOR ANY PARTICULAR TEAM, AND SHALL HAVE THE SAME POWERS & DUTIES AS A REGISTERED REFEREE
If a Referee has not been appointed to one of your fixtures and you do manage to find one, please inform the Referees Secretary at least 48 hours before the fixture. You will need to provide the persons name and NPD Number. Should you fail to do this, and a Registered Referee becomes available, you will be required to use them. - NO EXCEPTIONS.
Please do not call or email Referees on the contact list if you have not been allocated a Referee. They will not be available or will be on a different League/Cup.
All Referees must receive confirmation of ground directions/kick off time etc by email at least 6 days prior to the fixture taking place. Failure to carry out this instruction will incur a fine, and you will lose the appointed Referee.
No games will be postponed due to a Referee not being appointed or being unavailable.
Only Telephone Referees to inform them that your game is postponed. This is your responsibility, not the leagues. You should also inform the Fixtures Secretary and the Referees Secretary, even if no Referee has been appointed.
Please offer to pay the Referee his Match Fee & Expenses - £ 25 plus 35p per mile before the game. Cash Only Please. No Cheques or Bank Transfers.
Referees Marks; Please think carefully & objectively before marking Referees, and try to look at the game as a whole, and not just isolated incidents. Marks below 50 will require a report to emailed to the Referees Secretary within 3 working days. But please don't just mark the Referee 51, and not put a report in. A mark of 51 and no report does nothing to improve Referee Standards. A mark of 49, and a brief outline of why gives the SHCFA & ultimately the Referee in question something to focus on.
Please do not phone the Referees Secretary to complain about Referees performances or isolated incidents.
Please inform the Referees Secretary - Dave March if a cup game is called off for any reason.
If your home game is called off by the Match Referee on the day, then he is to be paid half match fee & full travel expenses.
If your home game is called off by the local council or groundsman prior to the match day then no fee is payable
If your home game is called off due to a no show by either team, then no fee is payable on the day, the Referee is to submit a claim to the league for FULL MATCH FEE & EXPENSES, payable by the CLUB(S) AT FAULT.
If a game is abandoned by the Referee, the HOME CLUB shall pay the Referee his FULL MATCH FEE & EXPENSES.
PLEASE REMEMBER THAT ALL MATCH FEES & EXPENSES MUST BE PAID BEFORE THE GAME. CLUBS FAILING TO COMPLY WILL BE FINED.
There have been significant changes to the Law this summer. The first one is the repeat substitution pilot, being trialled by the FA for two years. Basically, it means that Rolling substitutes are now allowed at all levels below Supply League (county senior, nce, central mids). All substitutions are to take place with the Referees permission at a stoppage in play. The names of upto five Substitutes must be given to the Referee before the start of play. Please Remember that any player who enters or leaves the Field Of Play without the Referees permission is committing a cautionable offence, and will be dealt with accordingly by the Referee.
The other major change is under law 4 (players equipment). From the start of this season, any tape worn by players on their socks must be the same colour as the sock. Referees have been instructed by the FA to ask players to remove tape if it does not comply with this Law Change. Failure to do so by the player WILL result in the player being CAUTIONED.
IN VIEW OF PAST PROBLEMS THAT WE HAVE HAD ON THIS LEAGUE, I SHOULD TAKE THIS OPPORTUNITY TO REMIND ALL CLUBS THAT THEY SHOULD NOT, UNDER ANY CIRCUMSTANCES, ASK THE MATCH REFEREE NOT TO REPORT MISCONDUCT (CAUTIONS & DISMISSALS) TO THE CFA.
REFEREES HAVE BEEN SUSPENDED FOR FAILING TO REPORT MISCONDUCT IN THE PAST, AND HAVE BEEN INSTRUCTED TO REPORT ALL MISCONDUCT (THIS INCLUDES REQUESTS NOT TO REPORT) TO THE SHEFFIELD & HALLAMSHIRE CFA.

The Referees contact list will be emailed out to all clubs, but cannot be put on to the website.

Referees will normally be appointed to fixtures a month in advance.
